CDM Coordinator

The Construction (Design and Management) Regulations 2007 were initiated by government to integrate health and safety into the management of projects and to encourage all those involved to work together. These are now a legal requirement whereby parties can no longer delegate their responsibilities.

At Churchill Hui we provide a full CDM Coordination service. All our coordinators are members of the Association of Project Safety and are all on the association’s CDM register. They are also highly experienced construction professionals in their own right. This makes us fully qualified to advise clients and help ensure that they fulfil their obligations under the regulations.

Timing is usually of the essence in the appointment of a coordinator. Our first task would be to establish the competency levels that all parties should seek to achieve. This would include assessments of potential designers and contractors to ensure they are fully competent within the regulations. We would also ensure that the contractor has set aside sufficient provision for welfare prior to works starting on site.

Health and safety issues would also be addressed prior to any works commencing. This would include formal notification of the project to the HSE, as well as necessary updates once it is underway.

Our CDM Coordination service can be used either on a standalone basis, or as part of our fully integrated consultancy service.

Code for Sustainable Homes

Since April 2008, all new build homes are required to have a Code rating for inclusion within the recently introduced Home Information Packs (HIPs).

For the social housing sector, a minimum standard of Code Level 3 has already been set by some local authorities for planning conditions. This is primarily a funding requirement under the Housing Corporation's Design and Quality Standards.

Code for Sustainable Homes replaces the previous EcoHomes sustainability assessment. It covers nine areas: Energy, Water, Materials, Surface Water, Waste, Pollution, Health and Wellbeing, Management and Ecology. Assessments are rated from 1 to 6, with 6 representing the highest level as a zero carbon home.

All new social and affordable housing developments will have to achieve Level 4 by 2010 and Level 6 by 2014. Assessments must be undertaken by a Licensed Code Assessor. These involve a pre-assessment at the planning stage prior to any certificate being issued. At the design and post-construction stages a formal assessment is made, which includes a BRE audit, after which a certificate is issued.

At Churchill Hui we have qualified assessors in-house who can guide and assist in implementing the Code to the required levels at all stages. This includes identifying performance areas where points can or need to be gained.

As with our CDM Coordination service, our Code assessments can be commissioned on a standalone basis or as part of a fully integrated consultancy service.
